Western World went into a race to innovate in the 19th century.Discussing the history of this period is helpful for us to know the democratization in the world.In the early 19th century,the Parliament which was dominated by aristocracy was challenge by different classes in Britain,because it could not meet the needs of economic development which the Industrial Revolution brought.In the face of possible revolution,the compromised culture made a reform become a primary mean to resolve political issues.The Parliamentary reform in 1832 mainly adjusted the distribution of constituencies and the limit of voters＇ property qualifications;it is not only a beginning of a series of democratic reforms,but also the first step towards mass democracy in Britain.
