| 摘 要： | 政府投资项目实行代建制,有利于建立市场化、规范化、专业化的工程建设管理机制,提高政府投资项目的综合效益。"代建制"作为政府投资项目管理的一种发展方向,只是政府管理投资项目的一种制度和模式。抓紧完善代建制的政策制度建设,加快制定和出台有关法律法规,是维护政府投资项目代建制市场有效运行的基本机制。

| Abstract: | Implements agent system of government investment projects will help to set up the market,standard-ization,specialization of engineering construction management mechanism,enhance the government＇s overall efficiency of investment projects.In this paper,the significance and role of the implementation of government investment projects agent system and the relations that should well deal with is expatiated,the number of is-sue of the agent system in practice need to be addressed is discused,and the strategic for cultivating and con-summation the construction agent system is proposed. |
