| 摘 要： | 运用定量与定性结合，横向与纵向比较的方法，通过对黑龙江信息产业发展障碍性因素的分析，提出为进一步促进信息产业在老工业基地改造中的龙头作用，必须优化黑龙江省投融资环境，加大对民间资本与外资的引入，完善法律环境以及尽快建立技术创新体系。

| Abstract: | The thesis combines quantitative and qualitative ways, transverse and fore-and-aft comparative ways. Through analyzing impedient factors of developing information industry in Heilongjiang province, is puts forward that information industry in transforming old industry bases gives prominence to the dominant effect. We must ameliorate investing and financing environment in our province, a great deal draw folk capital and foreign capital, consummate legal environment and quickly construct technology innovating system. |
