摘    要:不同时期教育政策研究有着不同的研究旨趣或意图,旨趣的变迁又直接影响着教育政策研究的基本内涵、内容取向与研究范式。比照国际教育政策研究的三次旨趣变迁,三十多年来,我国教育政策研究也逐步发展了从政府管理取向到学科科学取向到综合理解取向的研究线索,并在这一过程中形成了我国教育政策研究的本土特征,暴露出政府主导性、结构性失衡和基础性薄弱等问题。本文希望通过对我国教育政策研究的旨趣变迁及其本土特征的解读,获得有关我国教育政策研究现状的基本认识,并以此为基础关照我国教育政策研究的未来发展。

On the Purport of Educational Policy Research:Its Transition and Development in China

Abstract:With different purport of educational policy research,it can develop totally different approaches in meaning,content and methodological paradigm of the research.Compared to the three key stages of educational policy research in western world,China has also development its own route in recent 30 years since 1980s,from the government administrative approach to disciplinary development approach,and finally the comprehensive understanding approach.After all these years development,educational policy research in China has nurtured its own local features and problems,such as the limit of government dominant approach,structural imbalance,and weakness in theoretical and methodological foundation,etc.The article aims to understand the status quo of educational policy research in China based on the change of its purport and approach,local features and problems,hoping this understanding would enhance better development of future educational policy research in China.
