芬兰学徒制培训基本特征和质量管理策略

摘    要:学徒制培训是一种传统的职业教育形式。20世纪90年代,经济不景气、就业困难等因素促进芬兰政府重新认识并推动学徒制培训发展,立法上的持续支持强化了学徒制培训的地位与作用。芬兰学徒制培训的特色主要表现为:实施由政府直接拨款和企业间接拨款构成的财政拨款机制;采用“芬兰质量奖”和“欧洲质量奖”为标准的质量管理机制。

Abstract:Apprenticeship's training is a traditional vocational education mode. In 1990s, the depressed economy and difficult employment make Finland goverment renewedly recognize as well as propel the development of apprenticeship's training, and the sustainable support of lagislation from government strength the role and status of apprenticeship's training as well as form its own features: financial funding mechanism comprise of government direct funding and corporation indirect funding; adopting the quality management mechanism standardized by "Finland Quality Prize" and "European Quality Prize".
