产业和企业是不可分割的整体,企业是产业的组成单元,产业是企业的集合,二者之间的联动机制共同形成地方区域经济整体。内蒙古地方经济的发展是区域经济、产业布局和企业驱动的联动整体,三者形成＂点（企业）——线（产业）——面（区域经济）＂的互动与对接,企业无疑发挥微观驱动性作用,它是完善产业布局、落实和实现区域规划的关键点。因此,在宏观层面的区域经济版图和中观层面的产业发展路线图确定之后,企业的发展就成为研究的又一核心。如何壮大已有企业,培育和扶持有潜力成为经济领军的企业,引入外来企业的入驻,形成企业集团和企业网络,以构筑产业带和经济圈便成为本文的研究核心。
