关于地方政府对城市流浪群体救助行为的研究

流浪乞讨者群体是社会组成的一部分，他们身上很清晰地反映了当前社会的矛盾，如公平待遇、大众意识形态、社会保障等问题。社会上普遍存在的趋强避弱、人情冷淡的文化心理及社会道德的滑坡，对流浪乞讨者的管理救助工作更产生了消极影响。在本文中，对社会现状、现行制度等方面进行分析，找出问题症结所在，并提出尽可能合理的建议。

Research on Local Government Relief of Vagrants and Beggars in Cities

The group of vagrants and beggars is a part of the soci-ety, as they clearly reflect current social contradictions, such as fair treatment, mass ideology, social security, and so on. In the society, people generally have the cultural psychology of ap-proaching the strong and avoiding the weak as well as human in-difference, and the social morality declining, which have a nega-tive impact on the management and relief of vagrants and beg-gars. In this paper, after analyzing the present situation and the current system, problems were found out, and reasonable sugges-tions were put forward.
