陕北能源开发对环境生态及经济可持续发展的影响

研究和分析了陕北能源与重化工基地的资源状况、能源优势和开发潜力;探讨了陕北能源开发所引发的如水土流失、土地沙化、水资源短缺、耕地缺失、环境污染以及资源的浪费和破坏等环境问题;提出了促进陕北能源开发与生态环境保护和经济可持续发展的具体应对策略.即处理好开发与保护的各种关系,树立科学发展观,坚持以人为本,和谐发展的方针,创建人与自然、人与社会的和谐发展格局,有效控制开发过程中的环境代价问题.

Effect of Energy Resources Exploitation on the Ecological Environment and Economic Sustainable Development in Northern Shaanxi Energy Base

Resources condition,energy predominance and exploitation potentials of energy resources and major chemical engineering base of Northern Shaanxi were studied and analyzed,the environmental problems,such as loss of water and soil,desertification,shortage of water supply,decrease in cultivatable land,environmental pollution as well as waste and destruction of resources,caused by energy exploitation,were discussed.Some countermeasures for promoting comprehensive development were proposed.Various relationships between exploitation and protection should be well coped with,by setting up a view of scientific development,carrying out the people-oriented principle and harmonious development,establishing a development atmosphere harmonious between man,nature and society,so as to effectively control the problem of high environmental cost in the process of energy resources exploitation.
