| 摘 要： | 为了培养出大批具有“四有”精神的创新人才，我们必须坚定不移地贯彻实施科教兴国的根本战略，加大教育改革力度，变应试教育为素质教育、创造教育，尽快构建适合中国基本国情的以高等教育为核心的产、学、研相结合的“终身教育”体系和国家创新体系，从而奠定迈向知识经济时代的基础。
