| 摘 要： | 离退休职工作为社会的特殊群体，意味着经验与智慧，是社会的宝贵财富，保证他们同其他社会成员一起共享改革开放和现代化建设的成果，政治上关心，使之老有所为；生活上照顾，使之老有所养，老有所医；开展多种活动，使之老有所学，老有所乐。这是管理工作者的责任和使命。
