我国政府管理和培育非营利组织的现状、问题及改善措施

改革开放以后，非营利组织在我国政府全方位改革的推动下发展迅速。非营利组织在促进社会发展、满足人们公共需求方面具有明显的职能优势，政府和非营利组织共同成为公共管理领域的主体。但由于我国政府长期以来的管理模式和非营利组织自身的不足，非营利组织还需要我国政府的管理和培育，本文试图从政府管理和培育非营利组织的现状中发现一些不足，并提出一些改善的措施。

Current Situations, Questions and Improvement of the Government Management and the Cultivation of the Non-Profit Organizations in China

Since China initiated its reform and opening-up policy,the non-profit organizations(NPOs) in China have rapidly developed because of government reform.NPOs have obvious functional advantages in the aspects of accelerating the development of the communities and meeting the public requirements,both the government and the NPOs are main parts of the public management areas.But because of the management mode of our government and the weakness of NPOs,our government must manage and cultivate NPOs,the article tries to find some weakenss of the management and cultivation,and proposes some improvement measures.
