Guaranteeing the smooth operation of the socialist market economy and undertaking international technology cooperation are now playing an increasing important role. In the new historical period, one of the key components in the establishment of value orientation of intellectual property protection is how to maintain the public benefits while emphasizing the effective and efficient protection of intellectual property right, i.e.emphasizing the benefits while guaranteeing the equity so that balance and harmony could be achieved between these two aspects.
