| 摘 要： | 我国从1997年开始在北京、南宁等地进行相对集中行政处罚权的试点。1997年5月23日，北京市宣武区第一支城市管理监察大队上岗执法，标志着我国进入广义上的城市综合行政执法阶段。到目前为止，全国已经有200多个城市进行了城市综合行政执法的试点。城市综合行政执法是一个综合性的系统工程，涉及体制、制度、程序、执法人员等多方面的问题。仅就当前城市综合行政执法中的体制发展进行了分析，并就其体制的完善进行了探索。
