摘    要:随着全球教育不断深入发展,"技术促变教育"的呼声逐渐演变成各国抢占教育信息化的制高点、提升国家综合实力的实施战略。承袭联合国教科文组织的规划,各国教育信息化发展基本沿着"起步—应用—融合—创新"的脉络发展,同时由于各国的基本国情不同而呈现出差异化的特色,这些特色成为各国教育信息化本土化发展的独有特质与形态。纵观国际社会,教育信息化已经走向了重塑教育生态的阶段。我国要实现"教育变革"的目标,必然要快速响应"重塑"阶段的诉求,处理好公平与均衡的诉求博弈、素养的全面发展目标落实以及改革执行力的自生长的快速形成等社会文化层面的问题。对此,我国已经进行了卓有成效的探索,积极推动了我国教育信息化的本土化进程。

Abstract:With the continuous development of global education,the voice of"technology driven education"has gradually evolved into the implementation strategy of countries to seize the commanding height of education informatization and enhance the comprehensive strength of the country.Following the plan of UNESCO,the development of educational informatization in various countries basically follows the thread of"starting-application-integration-innovation".At the same time,due to the different basic national conditions of each country,it presents different characteristics,which become the unique characteristics and forms of localization development of education informatization in various countries.Throughout the international community,education informatization has moved towards the stage of reshaping the education ecology.In order to achieve the goal of"educational reform",China must respond to the demands of"remolding"stage quickly,and deal with the social and cultural problems such as the appeal game of fairness and balance,the implementation of the comprehensive development goal of literacy,and the rapid formation of self growth of reforming executive power.In this regard,China has carried out fruitful exploration and actively promoted the localization process of China’s education informatization.
