| 摘 要： | 西部大开发，人力资源尤其是人才资源是其根本保障。要合理开发利用西部地区人才资源，必须根据西部大开发的总体目标要求，从西部地区人才资源状况的实际出发，积极拓宽人才资源范围，全面实施观念、制度、机制、政策的调整和变革，实现人才资源的全方位开发利用。
