| 摘 要： | 创业关乎国计民生,对经济发展的作用越来越重要。创业理论（创业机会理论、资源基础理论、创业周期理论）的观点各不相同,影响创业的因素有很多。随着对创业环境的研究,创业政策对创业绩效的影响作用越来越受到国内外学者的重视。文章从创业过程的视角出发,针对创业不同阶段的发展特征的要求,提出了既具共性又具特性的创业政策,突出创业政策的阶段性和连续性,强调了创业政策对创业成功的影响,对政府促进创业和创业者创业都提供了政策依据。
