摘    要:应用大数据进行重大公共事务决策风险治理目前存在着体系尚未统一的问题,基于此提出包括构建理念、技术架构和服务设计的行动框架,从理念提出到技术支撑再到上层服务提供,形成大数据驱动下公共事务风险治理的行动闭环.构建理念指明该行动框架的建设目标与范围,技术架构包括数据源、平台支撑层、功能层和服务层,服务设计指明重大公共事务决策事前、事中和事后风险治理的服务逻辑.进而从3个维度对面向重大公共事务决策风险治理的大数据行动框架进行了详细剖析,旨在为重大公共事务决策风险治理新模式提供重要参考.

Abstract:Applying big data to risk governance of major public affairs decision-making is currently facing an issue of system confusion problem. To deal with it, this paper proposes an action framework including construction concept, technical architecture and service design. From the concept to the technical support to the upper level service provision, the action closed-loop of public affairs risk governance driven by big data is formed. The construction concept indicates the construction goals and scope. The technical architecture includes data source, platform support layer, functional layer and service layer. The service design describes the whole process of service logic of risk governance. Furthermore, this paper analyzes the big data action framework for the risk governance of major public affairs decision-making from three perspectives, which will provide an important reference for the new model of risk governance of major public affairs decision-making.
