| 摘 要： | 金融危机的影响,民族地区农村大批外出务工人员返乡,带来了一系列社会问题,这些问题若不能得到很好解决,势必对民族地区农村社会的稳定和发展产生严重的影响.通过实地调查和研究认为,产生返乡农民工问题主要是因为:现行劳动力转移的"落脚点"偏离;注意眼前经济增长,忽视人的全面、协调、可持续发展;区域发展、城乡发展的不平衡;缺乏经济社会可持续发展理念来指导"务工经济"发展,导致农民工返乡无地可种.解决问题的主要途径是:着眼民族地区"三农问题"的解决,推动农村社会的根本繁荣;坚持"以农民为本"的解决农民工问题的指导思想;切实做好返乡农民工思想上、心理上的帮助教育工作;扎实做好返乡农民工的再就业工作.

| Abstract: | The world financial crisis has resulted in a large number of home-going off-farm workers in the minority areas of China and this has triggered a series of problems concerning the stability and development in these areas.
