试论开放大学的顶层设计

做好开放大学的顶层设计就是强调在＂办好开放大学＂的过程中,必须首先明确开放大学的实体定位与全国办学体系设置、国家与省级开放大学的组织构架与职能区分、开放教育的特色与办学标准、开放大学与其他教育机构及社会教育组织的关系等,并处理好其深层次结构性矛盾,才能确保开放大学建设取得成功。

On the Top Level Design of Open University

In the process of making top level design of an open university,we must first clearly define the substantial position of the open university,and its functional differentiation with the general education system of national and provincial open education organization and framework,clarify the special characteristics and the standards of open education,and its relationship with other educational institutions and social educational organizations,properly handle the deep level constructional contradictions,in order to guarantee the success of the construction of open university.
