标底与评标标准设置对设备招标效果影响分析

在设备物资招标采购中,经常出现中标价高于自购价问题。为提高招标结果的可信度,应避免设备招标采购发生质劣价高或质优价也高的中标现象。标底设定、招标内容与评标方案设计等的合理程度,决定招标效果好坏。本文特别关注于影响招标效果的内因,即人的主观责任性,通过深入分析设备招标采购中标底与评标标准设定存在的问题及其发生的原因,提出可操作性对策措施。

Tender Effects Analysis for Government Procurement through Base Price and Evaluation Criteria Settings

In government procurement,it is usual that the final tender price is higher than market price.In order to maintain the credibility of government procurement,both high-price-low-quality and high-price-high-quality products should be excluded as much as possible.Base price,tender content and evaluation criteria are three key factors determining the procurement result.This paper focused on the internal reason,namely the subjective responsibility influencing the tender effects and analyzed the problems and reasons in base price and evaluation criteria settings,and proposed the operational countermeasures.
