基层电大终身学习服务平台运行成本补偿机制探讨

从北海市电大数字化学习中心的运行成本与补偿方式来看，电大基层终身学习服务平台运行成本，完全由财政资金来保障其职能的履行即非市场化运作效率不高；而按市场化运作又难以践行其促进教育公平的使命。为此，需要探讨既有利于促进教育公平，又符合公共财政效率原则的成本补偿机制。

Discussion of Compensation Mechanism of Local TV University Lifelong Learning Service Platform Operating Cost

From the operating cost and compensation method of＂ Digital Learning Center in Beihai Radio ＆TV University, we found that running cost of lifelong learning service platform in local TV university was ensured by financial fund,that was to say, efficiency of non--market--operation was not high, but it was difficult to realize education equality through market--opera- tion. So,we must explore the compen sation mechanism in running cost not only be in favor of education equality, but also be conform to the principle of public finance efficiency.
