| Abstract: | Sun Zhongshan has been trying to pursue the Five-powered Constitution. Civil rights are its central content, and the division between rights and function is the theoretical essence of the constitution. Martial politics, allocution politics, and constitutional politics are three steps in realizing the constitution. To administrate direct civil rights and to set up a multifunctional government is the aim of the constitution. The Five-powered constitution highlighted the color of democratism and played an important role in Chinese constitutional politics. |
