基于灰色关联定权与TOPSIS方法的民办高校动态分类管理

对于我国民办高校分类管理,简单地以营利和非营利来确定目前民办高校的属性,并给予不同的政策支持,这并不符合我国国情。以公益性指数为判别依据,利用灰色关联定权与TOPSIS相结合的方法,动态分析民办高校的公益性的相对程度大小,并据此把民办高等院校分成若干类,且定期进行评估,而不至于一次性给以营利或非营利这样的属性确定,突破现实困境,从而促进民办高校有序、稳定发展,进一步引导营利性民办高校逐步向公益性高校转变。

Study on Dynamic-classified Management of Private High Education Based on Grey-relation TOPSIS Valuation Model

At present,many restricting factors exist in classified-management of private high education,if private colleges are classified by non-profit seeking and profit seeking ,and the authority made policy different accordingly, it was not adaptive to Chinese conditions. In this paper, index of non-profit publicity will be used as judgment base and with grey-relation TOSIS valuation model to differentiate private colleges into several kinds dynamically,the authority should make different preferential policies to support the private colleges then. Further more, the authority could evaluate and review the private college yearly ,to identify the index of non-profit publicity of each private college,and to make preferential policies to these with high index point differently too, this way will encourage these colleges to improve their non-profit way and achieve development continuously and steadily.
