社会保障改革应采取“商业保险＋社会救济”的模式

社会保险制度是市场经济的一项基本制度，但是以社会保险为核心的传统社会保障模式现在却遇到了严重问题，而保险的另一种形式，即商业保险的发展前景却十分广阔，如果改传统模式为以商业保险和社会救济为主的模式，不仅能有效解决社会保险所面临的问题，而且能更有效地利用保障资金，为真正需要帮助的社会成员提供帮助。

Social Security Reform should Adopt the Model of "Commercial Insurance + Social Relief"

Social security system is one of the basic systems of market economy, but now the traditional social security model with the social insurance at the core is faced with some serious problems. However, the commercial insurance, which is another form of insurance, has a wide developing prospect. If we change the traditional model into the one which is based on commercial insurance and social relief, not only can we efficiently solve the problems the social insurance faced, but also can make use of the security funds efficiently, so as to help those social members who really need it.
