湖南省衡山县民国时期进行过“乡村建设”实验 ,自乡村建设运动之后 ,国家行政权力下沉到乡镇 ,乡镇实现了行政官僚化 ;国家通过各种方式加强了对保甲体制的控制 ,“保”出现了半行政化趋向 ;传统绅权出现了与基层政权合二为一的趋势 ;宗族组织开始往经济合作组织方向发展。

The Impact of Rural Construction Movement on Rural Political Structure--a positive research of Hengshan county, Hunan province

After positively analyzing the concrete historical materials on the experiment of "rural construction movement(RCM)"originating from Hengshan County,Hunan Province in the period of the Republic of China,the results of this paper are as follows:the national administrative rights were transferred to townships that had fulfilled the administrative bureaucracy after the RCM;the nation strengthen the control to "the Bao jia system"by all means,and "Bao"tend to half administration;the traditional gentry tends to combine with political power at grass roots;the religious organization began to develop to the economic operatives.
