教育资源配置的效率与公平杠杆——教育券

The Balance between Efficiency and Equity of Educational Resources Distribution——Education Voucher

In the process of educational resources distribution, both the problems of efficient distribution of limited resources and distributive equity should be taken into account, and education voucher give attention to efficiency as well as equity in its designing idea. In spite that the original advocators' thought prefer to efficience side while the later modifiers show more concern on the equity side, they both take the other side into account. Therefore, education voucher can fully exert the lever action of seeking balance between efficiency and equity in educational resources distribution.
