惠州市节能降耗的对策研究

节能降耗是转变经济发展方式的重要手段,也是应对气候变化挑战的重要内容。"十一五"时期,惠州市节能方面存在着结构性能源消费大幅增加、投资项目未实施节能评估审查、能源对外依赖程度较高、重点领域节能效果不明显等问题。因此,今后应注重调整产业结构和转变发展方式、适当控制能源消费总量、尽快实施项目节能评估审查制度、加快发展清洁能源及加快节能科技研发等,以促进惠州"十二五"时期的节能工作。

Study on Countermeasures to Energy-Saving in Huizhou City

It is the key for energy conservation to transform economy-growth way and an important part for addressing global climate change.The main problems of saving energy in the "Eleventh Five-Year" period in Huizhou city involved the rapid increase of energy consumption in the secondary industry,unenforced energy consumption assessments of fixed asset investment project,reliance too much on imported energy resources,and low energy efficiency in some key areas.In addition,it proposes the solutions to the problems,such as adjusting to industrial structures and changing the way of development,properly controlling Huizhou’s total energy consumption,implementing energy-saving assessment and energy audit of fixed asset investment project as soon as possible,actively developing clean energy resources,encouraging scientific research and technical development of energy-saving.
