| 摘 要： | 民主是西方政治制度的重要组成部分，自17－18世纪初创后一直在不断发展壮大。二战后，随着以计算机为代表的第三次科技浪潮的兴起，民主更是进入了一个新的发展时期。在这半个多世纪的时间里，近代创建的代议制民主依然大行其道，但与此同时，以公民投票、公民创议和罢免民选公职人员为代表的参与制民主得到长足发展；民意测验越来越频繁地进行；电子民主初露端倪。

| Abstract: | Democracy is an important part Of the western political system. Since the establishment in the 17th tol8th century, democracy has been developing. After the Second World War, with the third wave Of science and' technology the democracy enters a new period, during the period, the represenative democracy is still popular, meanwhile, the Participatory democracy which is represeted by, civil proposal and recall Of elected civil servant has develped quickly more polls have been conducted, electronic democracy begins to emerge. |
