| 摘 要： | 要解决现行农村金融体系中存在的功能不完善、资金外流现象严重、服务供给结构性矛盾等突出问题,就必须巩固和拓展现有金融机构功能,加快发展新型农村金融机构,加快建立农村保险体系,规范非正规金融的发展;完善城乡一体化的信用体系,建立城乡一体化的支付结算网络,建立农村信用担保体系。
