| Abstract: | With the decline in enrollment of university students, universities are facing a crisis of oversupply of education resources. Therefore, only when universities develop their own characteristics can they outstand in the fierce competition. Liaoning is a big province for higher education with abundant university resources;classified education and characteristic development are the only choice for the province to take the initiative. |
