海南农业发展与制度创新

海南是我国唯一处于热带的省份,其特殊的农业自然资源对发展现代绿色农业具有无可替代的优势。但是促使海南农业快速稳定发展的决定性因素,不是热带优越的农业自然资源的禀赋,而是制度创新。由于农业不是纯粹的产业部门,它担负着提供部分公共品的责任,加上农业市场发育尚未成熟,决定了制度创新的主体只能是仍控制着大量经济资源的政府部门,而制度创新的方式则是培育以开发高品质产品品种为主要业务范围的严格遵守市场交易契约的经济组织。

Agricultural Development and System Innovations in Hainan

As the sole province of our country in the tropics, Hainan boasts some unique natural resources of agriculture which are irreplaceably advantageous to the development of modern green agriculture. However, the decisive factor vital to the expedient and steady development of agriculture in Hainan rests with the innovations of the system rather than with the advantages of tropical natural resources of agriculture. Due to the fact that agriculture is not a purely industrial sector because it is responsible for supplying some goods for public consumption and that the agricultural market is not yet perfect, the central part in the system innovation can only be the government institutions which are in control of numerous economic resources while innovations of the system should be conducted by establishing some economic agencies specialized in cultivating high-quality agricultural products and strictly abiding by the contract of market transactions.
