| 摘 要： | 推行高校教育职员制度是一项系统工程,在实施过程中牵涉到方方面面的关系协调和利益调整,需要面对许多新情况和新问题。高校推行教育职员制度需要整体谋划和部门协作,除了需要依靠高校自身的改革努力外,还需要建立完善有力的外部保障体系。这些保障主要包括六个方面:法律保障、政策保障、组织保障、思想保障、社会保障和人才保障。

| Abstract: | The implementation of educational staff system is a systematic project,which involves the relationship coordination and interests readjustment in every aspect and brings about new situations and new problems.The implementation of college educational staff system needs integrated planning and department cooperation.In addition to universities′ own reform efforts,a powerful perfect external security system needs to be established,which mainly includes six aspects:legal protection,policy guarantee,organizational guarantee,ideological guarantee,social security and talent guarantee. |
