晚清地方自治推行之原因

对晚清政府何以推行地方自治,人们以往大多从革命派、立宪派的角度加以分析。实际上,晚清政府最后几年把地方自治作为一项基本国策在全国各地加以推行,其原因不仅仅是围绕革命派和立宪派的利益关系,传统社会结构的变迁、人口的增长、新文化因素的冲击、专制体制的衰落等深层次的原因更值得探讨。

The Reasons for the Implementation of Local Autonomy in Late Qing

Previously, people have analyzed the factors leading to government implementation of local autono- my in late Qing dynasty in the perspectives of revolutionaries and constitutionalists. In fact, the Qing government implemented local autonomy as a basic national policy in all parts of the country in the last few years, not only because of the interest relations between revolutionaries and constitutionalists. Deep-seated reasons as the chan- ges of the traditional social structure, the growth of population, new cultural factors impact, and the decline of authoritarian regimes are more worthy of discussion.
