| 摘 要： | "异地高考"问题的解决迫在眉睫,问题解决的核心要义在于完善、成熟的制度设计。由于"异地高考"问题的复杂性以及"制度"作为一个客观事物本身具有的一些基本特征导致"异地高考"制度在实施过程中难以避免地会出现"制度风险",本文基于对"制度风险"发生机制的揭示,结合具体实践提出相应规避机制以降低"制度风险"所带来的负面效应,以此尽大程度地发挥"异地高考"制度对问题解决的效力。
