美国发展社会教育的经验与教训

摘    要:造成美国今日社会教育高度发达的原因很多,既有良好的外部条件(自然环境和持续快速发展的经济),又和美国联邦政府长期对社会教育的高度重视,并通过立法和拨款相结合的方式对社会教育的发展进行干预,美国社会各界和当地人民对发展当地的社会教育有浓厚的兴趣,紧紧依托各级学校进行社会教育等因素密切相关。但美国在发展社会教育的过程中也存在着联邦政府对各州社会教育的宏观调控乏力,各级政府对社会教育的拨款增长幅度较为缓慢,各州社会教育发展存在着严重的不平衡等长期得不到解决的弊端。

Abstract:The reasons that accountfor the rapid development of the American education include the external premises,i.e. natural environment and sustainable economic development,and the continual consideration of the social education by the federal government,in addition to the legislative and financial supports.Moreover the people in various circles are considerably interested in the development of the social education.The paper also reveals the inefficient administration and allocation of budgets in support of the social education,so that there is still a variation from state to state.
