大都市区管治与中国大都市区管治的特殊性

中国面临着城市化进程的跨越,与以信息化带动工业化的产业跨越发展相对应,中国处于以都市区化带动城市化的新城市时代,未来中国的区域政策需要关注大都市区管治。与传统的城市管理相比,城市管治更强调发挥各种非政府组织的作用,对政府角色也给予重新定位,强调市民社会的参与,以“协调”作为解决问题的手段。实现中国大都市区“好的管治”,必须考虑中国的特殊性,这些特殊性主要表现为独特的府际关系、对上负责的干部任用体制、向市场经济体制的转型以及城乡二元分割体制。

Metropolitan Governance and Its Particularity in China

China faces the leap of the urbanization process.Corresponding to driving industrialization with informationization to boost the industrial development,China is in a new urban era which uses metropoliszation to drive urbanization.In the near future,China needs to pay close attention to metropolitan governance on its regional policy.Compared with traditional city management,urban governance puts more emphasis on the effects of various NGOs,re-orientates to the role of government,emphasizes citizen participation,and makes "coordinating" as the means to solve problems.In order to realize the goal of "good governance" in the metropolis,China must take its particularity into consideration,such as the unique inter-governmental relation,the cadre selection and appointment system,which is only responsible for the superordinates rather than the subordinates,the transition to the market-economy system, and the dual seperation of urban and rural areas.
