| 摘 要： | 资本是西部地区经济发展的核心问题。积极利用外资是西部地区缓解资本短缺、提升产业结构的有效途径。西部地区利用外资水平低，已越来越成为制约西部地区经济发展的重要因素。进一步吸引外商直接投资，提高利用外资的质量和水平．必须优化西部地区的投资环境。

| Abstract: | The capital is a key problem in economic development in Western region, where utilizing foreign funds is an effective way to alleviate capital shortage and upgrade the industrial structure. Utilizing foreign in a low standard has been becoming a more essential factor restricted the economic development of western region. The investment environment must be optimized so as to invite direct investment of foreign merchant and upgrade the quality and standard of utilizing foreign funds.
