| 摘 要： | 科技成果鉴定曾在我国的科技发展中起到积极的促进作用,对科技成果的转化起到了积极的推进作用,但在市场经济发展的今天,却越来越受到人们的质疑。究其原因,就在于科技成果鉴定没有法可依,没有有效的监督机制监控鉴定的全过程,导致市场经济的功利行为越来越渗透到鉴定中,不利因素逐渐增大。无规矩不成方圆。科技成果鉴定要正规化,要真正发挥作用就必须要有法可依,制定《科技成果鉴定法》已成为时代的召唤,发展的要求。

| Abstract: | The technology progeny was ever very important during the course of science and technology development,and also pulsed technology progeny to transform into the productivity.However,today when the market ecnomy is occupying dominant place,technology progeny certification is more and more under suspicion.Looking for the reason,there is no perfectable law to according to.There is no available supervisory system either.So,the course of technology progeny certifications is interfered by utility demeanours. Certificating the technology progeny must be regularized,legislating the law of technology progeny certifications is also demanded. |
