2009年,美国三大信用评级公司将希腊长期主权信用级别降至负面,引发了今日欧洲债券危机,使得欧盟国家"人人自危".信用评级已经影响到一国的政治经济生活,可见信用体系的重要性,我国虽早有评级公司存在,但是由于社会信用体系的不完善,发展并不充分,因此有必要构建中国特色的社会信用体系.
