县域经济规划初探

县域经济是国民经济的重要基础,既是"民生经济",也是生态经济。科学的县域经济规划既是县域经济发展的根本保证,也是提高综合国力和国际竞争力的迫切要求。县域经济规划必须立足县域实际,推动壮大县域经济总量,着力解决城乡二元结构矛盾,提高县域综合竞争力,促进县域社会经济可持续发展。科学的县域经济规划体系应该包括发展战略规划、产业规划、交通网络规划、乡镇及驻地规划、县城建设规划和城镇区位职能规划等。重视"借脑工程",完善民主参与监督体制,推动县域经济民营化,是县域经济规划体系科学性的基本保证。

A Tentative Study of the County Economic Program

The county economy is the important foundation of the national economy and its constituents are also unique. It is both "the economy of people's livelihood" and ecological economy. The scientific program of county economy can both ensure the county economic development and improve the comprehensive national power and international competitiveness. The program must be based upon local reality, increase the gross economic output and solve the problem in the dichotomous structure of city and countryside. It must also improve the comprehensive competitiveness of the county and ensure its sustainable economic growth. The scientific program of the county economy should comprise the development strategy program, industry program, traffic network program and towns and their seats layout program, the county seat construction program and functions of the town and county seats program. The think tank, the democratic participation and monitor and the development of the non state owned economy of the county would guarantee the scientific program of the county economy.
