| 摘 要： | 网络产业价格规制的主要目标在于资源的优化配置、服务的有效供给、生产效率的提高和垄断势力的遏制等,但在实现价格规制基本目标的同时,由于规制目标的多重性以及契约不完备的影响,很有可能导致企业投资行为的扭曲。因此,对价格规制所产生的这种不良后果进行辨识并设计改进方案应该成为价格规制改革的一项重要任务。

| Abstract: | The major goals of price regulation on the network industries include the optimization of resource allocation, effective supply of services, improvement of productive efficiency and constraint on monopolistic power. However, when the basic goals of price regulation is coming true, the influence of variety regulation goals and imperfectness of contract may result in the investment distortion behavior. Therefore, it is important for price regulation reform to identify the ill effects of price regulation and design improvement schemes. |
