“风险社会”理论与风险管理再造

一个以风险为特征的新型社会形态已经来临,风险无处不在。贝克对西方工业化模式负面影响进行反思和批判,认为对增长的盲目乐观将被更加审慎和全面的发展观所取代,过去的经验已不足以成为当前的依据和理由,人们当前的行为选择同时还受到对未来预期的影响,现代风险社会已经从制度上和文化上改变了传统现代社会的运行逻辑,不仅风险数量多,而且性质复合。如何应对风险?我们不得不将自己从那些过去的范畴中释放出来,并建立人们需要用的一套新的概念体系来分析新型社会风险,进而建立一种"新理性行动范式"和再造风险管理。

A new social form of risk—characteristics has come,the risk is everywhere,with the reflection and criticism of a negative impact on the Western industrialized,Ulrich Beck pointed out that the blind optimism on growth would be replaced by a comprehensive development concept.Past experience has not becom the basis and reasons,people’s current behavior choices are also affected by the expected impact on the future.Modern risk society has moved from institutional and cultural change in the traditional operation logic,not only the quantity of risk is numerous,but also the nature is compound.How to deal with risk? We have to release ourselves from the past category,and establish a new set of concept system that people needed to analyze the new social risks,thereby,a "new paradigm of rational action" and reinventing risk management will be established.
