经济生态环境对我国公务员制度的制约

国家公务员制度作为上层建筑的一部分,既根植于一定的经济基础,又必然受到生产力发展水平的制约和影响,而一个国家的社会经济和生产力发展水平,是影响一个国家行政生态最主要的因素。目前,世界各国公务员的工资和各种物质利益来源于纳税人的税赋。根据经济规律,政府不可能不断增加税赋来使政府扩编和政府人员工资无限增长。税赋征收规律,从经济上决定了对政府雇员的总量控制和工资水平控制。同时,公务员的福利制度、养老制度、医疗制度也都受到经济发展水平的制约。
