延迟退休的困境与思考

随着老龄人口的增多和老龄社会的提前到来,养老保障基金缺口越来越大,政府财政负担日益加重,在此背景下,延迟退休被提到议事日程。本文分析延迟退休面临的四种困境,指出延迟退休需要考虑社会福利水平、平均预期寿命、产业结构和实施延迟退休的实际效果等几个方面的因素。最后,论文提出有效筹措养老保障基金、实行弹性退休制度、建立统一的养老体制和建立多层次的养老保障体系是实行延迟退休的必要前提。

The Dilemma and the Thinking on Postponing Retirement

With the increasing of the aging people and the coming of the aging society in advance, the fund gap of the guaranteed pension becomes bigger and bigger, which burdens the government. Therefore postponing the retirement has been put on agenda.. This paper first analyzes four dilemmas that postponing retirement will face. Then it puts forwards that some factors should be considered when postponing the retirement. At last, it suggests that raising the guaranteed pension fund effectively, implementing elastic retirement institution, constructing the multi-level guaranteed pension system and building the uni-system of guaranteed pension are premises of postponing retirement.
