In natu re, the relationship between equity and efficiency is of interdependeney. In pra ctice, owing to the shortage of resource and the differences of distribution mod e and area, the equity of higher education always conflicts with efficiency. The solution of the conflict is to establish a proper objective about the equity an d efficiency, make good use of government and market, and take up with the insti tutional innovation.
