质量理念的新拓展

十届全国人大四次会议通过的《中华人民共和国国民经济和社会发展第十一个五年规划纲要》,从不同的角度和不同的层面提到了质量问题,体现出一种新的质量理念。这种新的质量理念是对传统质量理念的拓展,可以作这样的概括:质量载体———从企业为主拓展到国民经济整体,呈现出质量载体的多元化;质量领域———从工业为主拓展到各类行业,体现了我国经济和社会全面而持续发展的客观要求;质量生态———从产品实体质量拓展到实体与环境两种质量,凸显出产品安全和生态环境安全的重要性;质量范围———从国内范围的质量拓展到对外贸易质量和利用外资质量,反映了我国对外开放不断扩大和深化的必然趋势。质量新理念的付诸实践,有助于提升企业的核心竞争力,有助于我国经济社会的持续发展,有助于和谐社会的构建。

The New Development of Quality Ideology

The quality issues are mentioned from different angles at different layers in the Guidelines of the 11th Five-Year Plan for National Economic and Social Development of the People's Republic of China proposed in the Fourth Session of the tenth National People's Congress,which reflects a new quality ideology.This ideology extends beyond the traditional one,and can be summarized as follows.The quality carrier,which extends from the enterprises to both the enterprises and the whole national economy,presents diversifications. The quality domain,which extends from the industry to each of professions,manifestes the objective request for comprehensive and sustainable development of our country's economy and society.The quality ecology,which extends from the product entity quality to the entity and environment quality,shows the extreme importance of product security and the ecological environment security.And the quality scope,which extends from the domestic to the foreign trade quality and the utilization of foreign capital quality,displays the inevitably,unceasingly expanded and deepened trend of the economic reform and opening to the outside world.The practice of this new quality ideology is helpful to the sustainable development of our country's economy and society,and to construct harmonious society,which is worth studying and paying attention to.
