| 摘 要： | 在传统经济型扶贫模式难以有效防止因病致（返）贫趋势的现实下，必须构建并优化西部农村医疗救助制度，以降低疾病风险对西部农村贫困群体造成的损失，进而提升健康人力资本，为西部农民可持续的自我发展继而摆脱贫困困境奠定基础。

| Abstract: | In view of the traditional poverty reduction modelit is difficult to effectively prevent the poverty trends.We must construct and optimize the western rural medical succor system to reduce the risk of disease which creates to the western rural poverty groups,enhance the health of human capital,lay the foundation for the western rural poverty groups self-sustainable development and shaking off poverty. |
