摘    要:人力资本是一个不同于人力资源的概念,它具有赢利性、创造性、累积效应、集合效应、溢出效应等特征。西部地区与东部地区的差距就在于人力资本的存量不同。西部地区要想在尽可能短的时间内积累大量人力资本,就必须实行制度创新,打破人力资本与经济发展之间的恶性循环。

Abstract:Human capital, which has such characters as gaining the profit, active creativity,difference between each other, accumulation, collective and spillover effects, is a conception different from human capital. The gap between the west and the east results from the different stock of the human capital. In order to get much more human capital during the time as short as possible, the west regions have to carry out institutional innovation to break up the vicious circle between the human capital and the economic development.
