| Abstract: | The problem of difficulties and expensiveness of going to school has become the focus that the government and the society pay more and more attention to in recent years.This article explores approaches and methods of solving this problem from the perspective of factors outside education,that is,transforming functions of the government,setting up the public finance,and establishing a crisis management system of active prevention and timely solution. |
