从国家竞争优势理论与国家创新系统理论在方法论基础、政府、市场以及制度的作用、产业政策等多方面的不同观点出发,较为深入地比较剖析了这两种理论之间的差异,并据此对国家创新系统文献中的一个定论提出了自己的见解。最后则以国内"非典"研究中曾经出现过的某些情形为例,从互补的角度出发对这两种理论进行了一个新的思考。
